The first thing you should do is to shut off the main water line leading into your home. By doing this, it will help to reduce and extra pressure on the frozen pipe. Too much pressure can cause frozen pipes to burst, which could lead to flooding.
The second thing you should take care of after shutting off the water main, is to attempt to thaw the section of pipe that is frozen. Some ways you can do this is with a hair dryer or by wrapping a warm wet towel around the pipe. However, do not use an open flame.
